In the state of North Carolina, according to the North Carolina Judicial Branch, you need to meet their requirements of age, family, and marital status, have obtained a wedding license, and have the appropriate witness amount and officiant present at the ceremony to sign the license.  In addition to the legalities, you need to have vendors secured, a location selected, necessary permits booked, and travel secured for you and your witnesses.
